HDB Resale Renovation Singapore: Hacking, Hidden Costs & What to Inspect Before You Buy

Buying a resale HDB flat in Singapore is rarely just about the COV and the asking price. The real cost — the one most buyers underestimate — sits in the renovation that follows. A 4-room resale flat from the 1990s can need anywhere from S$60,000 to S$120,000 to bring up to a comfortable modern standard, and the gap between those two numbers comes down to what you choose to hack and what you choose to keep.

This guide is for buyers who’ve just secured an OTP, viewers comparing two resale options, and homeowners who’ve already collected keys and are now trying to plan a renovation that doesn’t run over budget. Written by the project team at RS Carpentry, an HDB-registered renovation contractor handling resale renovations across Singapore.

HDB Resale vs HDB BTO: Why the Renovation Math Is Different

BTO flats arrive empty and clean. Resale flats arrive with twenty years of someone else’s choices — old tiles, dated cabinets, peeling laminate, weak waterproofing and electrical wiring that may not meet current safety standards. The renovation isn’t optional; it’s the cost of bringing the flat back to a modern baseline.

For comparison with new flats, see our companion guide on HDB BTO renovation Singapore: timeline, cost and rules. The two scopes are not the same and shouldn’t be priced the same way.

What to Inspect Before You Sign the Resale OTP

Most resale buyers focus on the layout, the view and the floor level. The buyers who avoid renovation surprises also check the parts of the flat that are expensive to fix:

  • Toilet waterproofing: Look for water marks on the ceiling of the unit below if accessible, or stains around shower areas. Re-waterproofing a toilet costs S$3,500–S$6,000.
  • Electrical condition: Old aluminium wiring or non-RCD distribution boards mean a full rewire — easily S$4,000–S$8,000 for a 4-room flat.
  • Kitchen and toilet pipes: Galvanised pipes from the 1980s corrode internally; replacement is unavoidable in older flats.
  • Floor tiles: Hollow or cracked tiles signal hacking is needed. Overlay isn’t always allowed and adds floor height.
  • Windows: Single-pane aluminium frames, jammed handles, broken catches all need replacement.
  • Termite or pest damage: Check skirting, door frames and any built-in carpentry left behind.
