HDB Executive Apartment and Maisonette Renovation Singapore: What Makes These Flats Different

176C Edgefield Plains

Executive HDB flats and maisonettes represent a specific tier of Singapore public housing that does not get enough renovation attention. They are larger than standard flat types, more architecturally complex and present renovation challenges that 4-room BTO guides simply do not cover. A maisonette with a spiral staircase and double-volume living area is a fundamentally different project from a single-level 4-room and treating it like one is the planning mistake that produces renovation regret.

This guide covers executive apartment and maisonette renovation in Singapore specifically: what makes these flat types different to renovate, where the budget goes differently from standard HDB renovation and the design decisions that are unique to larger-format public housing. From the team at RS Carpentry who renovate executive flats and maisonettes alongside standard HDB renovation across Singapore.

What Counts as an Executive or Jumbo HDB Flat

HDB’s larger flat types sit above the standard 5-room in both floor area and complexity:

  • Executive apartment (EA): A single-level flat typically ranging from 130 to 150 square metres. Larger floor plate than a standard 5-room with an additional utility room or more generous bedroom proportions.
  • Executive maisonette (EM): A two-storey flat typically 140 to 160 square metres. The staircase separates upper and lower levels and the living and dining area often has a double-volume ceiling on part of the lower level.
  • Jumbo flat: Available in limited estates, these former maisonettes or combined units run from 155 to 250 square metres. Among the largest floor areas in Singapore public housing.

Most executive flats were built between the late 1980s and early 2000s. The ones entering the renovation market now are predominantly older resale flats with the plumbing, electrical and waterproofing conditions that come with that age. Our guide on HDB resale renovation: hacking, hidden costs and what to inspect is required reading before signing any executive flat renovation contract.

Where Executive Flat Renovation Differs From Standard HDB

The floor area difference is the obvious starting point but it is not the most important one. These are the renovation challenges specific to executive and jumbo flat types:

Staircase (maisonettes): The staircase is both a structural element and a major design feature. Replacing old timber treads with stone or timber veneer, adding recessed lighting to the stringer wall or integrating storage below the stair are all decisions with structural implications. Any stair modification requires careful HDB permit scope.

Double-volume ceiling height: Many executive maisonettes have a portion of the living area at double height, often 4.5 to 5.5 metres. This changes the false ceiling design (a standard bulkhead is not proportionate at that height), the lighting strategy (standard downlights cannot illuminate effectively from 5 metres) and the feature wall design (a TV wall in a double-volume space needs very different proportions from a standard 2.6-metre ceiling room).

More rooms to fully furnish: An executive apartment typically has three to four bedrooms plus a utility room. A maisonette may have four bedrooms across two levels. Each room needs full carpentry scope: wardrobes, study tables or additional storage. The carpentry cost scales significantly.

Older wet works: Executive flats built before 2000 almost universally need full waterproofing replacement in every bathroom and often plumbing pipe replacement. There is no shortcut in this. Partial waterproofing in an older flat reliably fails within two to three years.

Realistic Renovation Cost for Executive HDB Flats in Singapore 2026

  • Executive apartment (full renovation, mid-spec): S$90,000 to S$140,000
  • Executive apartment (premium specification): S$130,000 to S$190,000
  • Executive maisonette (full renovation, mid-spec): S$100,000 to S$160,000
  • Executive maisonette (premium with staircase feature): S$150,000 to S$230,000
  • Jumbo flat (full renovation): S$150,000 to S$280,000

These ranges assume full hacking of wet areas, complete electrical rewire where the flat is pre-2000 and comprehensive carpentry across all bedrooms. They do not include loose furniture, aircon or appliances.

Design Opportunities in Executive Flat Renovation

Larger floor area and non-standard architectural features create design possibilities that simply are not available in smaller flat types:

  • A walk-in wardrobe and dressing room in the master bedroom rather than a built-in wardrobe. Our walk-in wardrobe Singapore guide covers how to design these properly.
  • A dedicated study or library room separate from the work-from-home desk in the bedroom
  • A proper dining room with a full sideboard and display unit rather than a combined living-dining space
  • A utility kitchen or prep kitchen adjacent to the main kitchen in jumbo configurations
  • A feature staircase with lighting integrated into the wall rather than overhead
  • A double-volume TV feature wall scaled to the actual ceiling height rather than the standard 2.6-metre proportion

These design opportunities require more planning time and more coordination between trades than a standard flat renovation. The carpentry needs to be specified with the architectural features in mind rather than adapted to a standard template.

HDB Rules Specific to Executive Flats

Executive maisonettes have specific HDB rules around staircase modification. According to HDB renovation guidelines, stair balustrades must meet minimum height and structural requirements. Any modification to the stair structure requires HDB permit approval and in some cases BCA sign-off. This is not work for an unregistered handyman. The liability for an incorrectly modified staircase sits with the homeowner permanently.

For the full permit process across all HDB flat types, our HDB renovation permit Singapore guide covers what requires approval and what the process involves.

Choosing the Right Contractor for a Large-Format HDB Renovation

Executive flat renovation requires a contractor with project management capacity for a larger, longer and more complex scope. Ask specifically whether they have completed executive apartment and maisonette projects, request to see those projects and ask to speak with those homeowners. The coordination demands of a two-level renovation across fifteen weeks is materially different from a standard 4-room project.
