BTO flats arrive empty and clean. Resale flats arrive with twenty years of someone else’s choices — old tiles, dated cabinets, peeling laminate, weak waterproofing and electrical wiring that may not meet current safety standards. The renovation isn’t optional; it’s the cost of bringing the flat back to a modern baseline.

What to Inspect Before You Sign the Resale OTP
Most resale buyers focus on the layout, the view and the floor level. The buyers who avoid renovation surprises also check the parts of the flat that are expensive to fix:
- Toilet waterproofing: Look for water marks on the ceiling of the unit below if accessible, or stains around shower areas. Re-waterproofing a toilet costs S$3,500–S$6,000.
- Electrical condition: Old aluminium wiring or non-RCD distribution boards mean a full rewire — easily S$4,000–S$8,000 for a 4-room flat.
- Kitchen and toilet pipes: Galvanised pipes from the 1980s corrode internally; replacement is unavoidable in older flats.
- Floor tiles: Hollow or cracked tiles signal hacking is needed. Overlay isn’t always allowed and adds floor height.
- Windows: Single-pane aluminium frames, jammed handles, broken catches all need replacement.
- Termite or pest damage: Check skirting, door frames and any built-in carpentry left behind.
